The One Big Beautiful Bill Act (OBBBA) is a sweeping budget reconciliation bill championed by the Trump Administration and passed narrowly by both chambers of Congress in July 2025. While the bill largely focuses on provisions related to tax policy, social safety net programs and rolling back clean energy funding from the Inflation Reduction Act, it also adds additional funding for defense, border security, domestic energy production, and other potentially contractor-addressable areas between FY 2025 and FY 2034.

Deltek’s One Big Beautiful Bill Act: Contractor Opportunities report explores the funding provisions, operational impacts and policy elements included in H.R. 1, the FY 2025 budget reconciliation legislation, and the numerous potential contracting opportunities presented across a wide range of solution areas.

In addition to the report, for a deeper dive into the One Big Beautiful Bill Act (H.R. 1), contractors can register for our webinar, Decoding the One Big Beautiful Bill Act: Contractor Opportunities & Market Impact

Recommendations for Federal Contractors

The full report offers a full overview of the OBBBA, including agency analysis of the DHS, DOD and many other key agencies that have funding implications from the bill. It also covers billions of dollars in rescissions, transfers, and key takeaways that every federal contractor needs to consider for the remainder of FY 2025 and into FY 2026.

Contractors should stay aware of the federal budget process, as there may be additional reconciliation bills to come in FY 2026. Here are some other recommendations to keep in mind for anyone involved in selling to the federal government.

  • Identify areas of synergy between the OMB’s budget request and priorities in the bill, as these are likely to provide business opportunities that withstand efforts to cut spending.
  • Tie your offerings to high-priority missions and agency objectives to pass muster with increasing contracting scrutiny and approval processes. Show how your solution, pricing and support meets both mission and value priorities.
  • Develop strategies to pursue potential adjacent opportunities or opportunities in new agencies with funding stabilized by H.R. 1.
  • Expect increased IT activity to support AI-related implementation for business system consolidation, R&D and energy exploration, many of which may be embedded within the non-IT mission projects (e.g., Deep Space Exploration telecommunications orbiter integration equipment and software)
  • Stay aware of the federal budget process; there may be additional reconciliation bills in FY 2026.
